Sorry the text disappeared.
The question was: -

How are they to know whom they can trust and whom they can’t?
Just because you are licensed (or not) does not make you reputable, and therefore somewhere to place your hard to come by cash.

That doesn't use a chair...and pays thru netteller within an hour.
Pick any book you want to know about and do a search in here and you will get your answers.

You can't tell for certain, but there are some very good ways to get a feel for the integrity of a book ..

1. Run it by the guys here (ask Ken)
2. Ask about their payout history/speed
3. Talk with the Lineman/Owner .. if he's a good guy you have a better chance of cashing out
4. Reseach them at another place they don't advertise at - MW, Covers, Gambling911, etc ...
5. Find out how long they've been in business ... if they're a fly-by-day book like Pino, they might have trouble managing themselves .. if they've been around for a decade like Bowmans then there's a better chance they'll be around for the long haul.

just because someone no longer posts here does not make them fly by night. Many mid sized books avoide these forums and I am trying to follow suit.

A stand up book is a regulated book. In regulated environments such in Australia, the Govt regulators are on the premises. There is no choice but to be stand up. No shenanigans here.

Don't just look in the forums for the opinions of other players, ask your contacts at your books about others. I always feel better when I can get managers on the phone that know the other managers and can have a transfer done while I'm on the phone. I know damn well no money has changed hands between them and yet they trust each other enough to change my account balances accordingly and later handle the transfer without me having to be involved. I have NEVER had a hassle transfering funds between Rio, Heritage, Prestige, Tradewinds and Delmar. And, I'm just a little guy, but I can always get someone on the phone, and even get phone calls promptly returned if a contact is out. Nuff said in my opinion.
